Plans call for 16 food vendors, community gathering space on Halsey Street to be completed this summer.

Plans are well-underway for a new food cart pod in Fairview that will help bring more visitors to the city while promoting business growth along a busy thoroughfare.

The Fairview Food Cart Plaza — which has yet to get an official name — is set to be built at the southeast corner of Halsey Street and Northeast 223rd Avenue. Plans call for as many as 16 food carts, an enclosed eating hall with a bar, bathrooms, a play area and central plaza, free Wi-Fi, and a parking lot.

Plans also call for a 40-foot sculpture of a fork, in an attempt to create an iconic destination.

The Fairview food carts will be operated by local restaurateur Justin Hwang, who is eyeing an April groundbreaking with an opening day celebration on Labor Day this summer.

The food carts are being constructed under the “Main Streets on Halsey” effort, which is to create a walkable main drag through Fairview, Wood Village and Troutdale. The goal is to provide more places to eat, shop and gather with the whole family.

In October, Fairview City Council voted to sign a 10-year lease on the land, earmarking roughly $3 million to develop the site through the urban renewal program. In January, the city selected P&C Construction to design and build the site, and later hired Hwang as the operator.

The project marks a public and private partnership that the city hopes will drive more visitors to Fairview.
